TCDI has more than twenty years developing solutions for the Federal Government. Here are a few examples.

World-Wide Messaging System

TCDI was selected to architect and implement a pilot for collaborative solutions for the entire Department of State to facilitate and enhance communications between bureaus and external stakeholders. TCDI designed and developed the initial interagency test pilots for the Political Military Action Team (PMAT) and helped build the PMAT portal’s home page that provides access to links of political-military interest and the current PMAT Situation Report and pushes out regular updates and notifications on the Department’s classified interagency network. The initial pilots were successfully implemented using Microsoft’s SharePoint 2007. Our designs include user controls and web parts, including custom quick-launch menus, in-line selectable drop-down menu options, form action buttons, and most notably, a set of custom web parts for a “one-button-click” automated Community of Interest (COI) site creation capability, as well as a one-button-click interface to display all COIs in a hierarchy. These COI tools were designed for the State Messaging and Archive Retrieval Toolset (SMART) to allow any user in the Department to create a COI site as needed and used to create over 400+ COIs servicing the Department’s worldwide audience.

SharePoint and Secure Collaboration Websites

The TCDI Special Projects Team provides SharePoint network support and other collaboration COTS/GOTS software and have created many innovative approaches to special purpose projects using various technologies as they evolved including developing secure Groove workspaces to support Congressional Notifications (CNs), Foreign-Military Sales (FMS), the U.S. House of Representatives, the U.S. Senate, NASA and others. All of the projects implemented by the Special Projects team included: requirements gathering, scope documentation, SharePoint site creation, and site branding as part of the development process. The TCDI Team provides SharePoint network support for interagency collaboration on both the classified and unclassified networks and encompasses design, deployment and maintenance of Groove 2007 server farms on multiple networks in support of embassies and missions worldwide.

Legacy System Modernization

TCDI designed and implemented DTrade which is a fully-electronic defense export licensing system on behalf of the Directorate of Defense Trade Controls (DDTC) to receive and adjudicate defense export authorization requests to export unclassified defense articles as required by law. TCDI developed a user-friendly interface with secure processing incorporating PKI, which resulted in quicker processing times and less errors. The system is capable of accepting various forms of supporting data which previously had to be sent separately and manually married up with the appropriate applications. DTrade automatically processes referrals to other agencies that are required to review and approve the request, which previously required copying, collating and couriering documents to various stakeholder agencies.

TCDI was able to achieve this by intimately understanding the business processes, security challenges and interagency dynamics that needed to be addressed and deploying the skill sets and appropriate technology to come up with a comprehensive and effective solution. TCDI is actively evaluating new technologies and making further improvements and enhancements to the system to further facilitate DDTC’s mission and our national security.

Customized Database/Portal Development

TCDI designed and developed the Chemical Weapons Convention automated collection and reporting tool DESI-Web (formerly CWC-WEB), a web based data collection and management system providing the chemical industry an easy to use and secure web-based front end fully automated system to collect confidential data required for compliance with the Chemical Weapons Convention treaty. The site utilizes an Oracle back end that provides the US Government the ability to run queries and prepare federally mandated reports. TCDI did the initial business assessment and solution design, system development, integration and continues to maintain and enhance capabilities. In addition TCDI provided compliance program training and support via computer based training and hardcopy user manuals in the five languages for distribution to NATO partners on how to set up their in country program and compliance reporting.
